Additionally, there is often a general lack of
continuity and consistency in attitude and behaviour
towards offenders, making it difficult to implement,
encourage and re-inforce positive change.

In order to improve this situation we propose that it is necessary to adopt a unified approach which is
consistent in all interactions between staff and offenders regardless of the extent or degree of contact.

Regrettably, a lack of co-ordinated training can result in
traditional authoritarian attitudes and leadership styles
being perpetuated that may have the reverse effect.
